About the Role

As a Veterans Service Representative at the VA Veterans Benefits Administration, you are the direct link between America’s Veterans and the benefits they have earned through their military service. You will process disability compensation claims, pension awards, education benefits (GI Bill), home loan guarantees, survivor benefits, and more — interpreting complex federal regulations to make decisions that directly impact Veterans’ financial security and quality of life.

This is not an abstract policy role. You will interact directly with Veterans, their families, and their advocates — listening to their stories, reviewing their service records, gathering medical evidence, and fighting to ensure they receive every benefit they are entitled to under the law. With the passage of the PACT Act — which expanded eligibility for millions of Veterans exposed to toxic substances — the VA is processing an unprecedented volume of new claims and needs dedicated VSRs nationwide.

“53% of VBA’s over 30,000 employees are Veterans themselves — serving those who served is our culture.” — VA Careers

Key Duties & Responsibilities

  • Explain VA benefit programs and entitlement criteria to Veterans, their dependents, and survivors — clearly and compassionately
  • Conduct interviews with Veterans in-person, by phone, or through the VSC (Veterans Service Center) to identify all potential benefit claims
  • Identify all issues present in a claim and gather all relevant evidence — including service records, medical records, nexus letters, and buddy statements
  • Adjudicate VA compensation and pension claims — applying VA regulations, the M21-1 Adjudication Procedures Manual, and the VA Schedule for Rating Disabilities
  • Input adjudication data accurately in VA’s electronic claims processing systems (Veterans Benefits Management System — VBMS) to generate award notifications and benefit payments
  • Draft clear, thorough, empathetic award/denial letters to Veterans explaining decisions and their reasons
  • Review claims for completeness — identify missing evidence and send development letters requesting additional documentation
  • Process PACT Act claims for Veterans exposed to burn pits, Agent Orange, radiation, and other toxic substances
  • Assist Veterans through post-decision processes including Supplemental Claims, Higher-Level Reviews, and Board of Veterans’ Appeals
  • Coordinate with Veterans Service Organizations (VSOs — DAV, VFW, American Legion, etc.) on pending claims
  • Meet accuracy and production standards set by VBA’s decision review operations program

Veterans’ Preference

Veterans with honorable discharge are eligible for 5-point or 10-point hiring preference on all VSR positions. This is especially meaningful at VBA — where 53% of employees are Veterans and hiring managers understand and deeply value military service. Veterans with military occupational specialties in personnel administration, benefits counseling, legal clerk, or social services are exceptionally competitive. Include your DD-214 with your application. Disabled Veterans may also be eligible for non-competitive Schedule A appointments.

About the Veterans Benefits Administration (VBA)

The Veterans Benefits Administration is one of three major administrations within the Department of Veterans Affairs — alongside the Veterans Health Administration (VHA) and the National Cemetery Administration (NCA). VBA administers a portfolio of benefits and services that represent the government’s largest commitment to those who served in uniform: disability compensation, pension, education benefits (GI Bill), home loan guarantees, life insurance, vocational rehabilitation, and survivor benefits.

VBA operates through 56 regional offices across all 50 states and territories plus remote operations centers, with over 30,000 dedicated employees — 53% of whom are Veterans themselves. The passage of the PACT Act in 2022 created the largest single expansion of VA benefits eligibility in history — adding millions of Veterans exposed to toxic substances (burn pits, Agent Orange, radiation) to VA’s benefit rolls and triggering a multi-year, large-scale hiring initiative. VBA is one of the most actively hiring federal agencies in the US government right now.
